Depending on what you mean by acceptable, the answer is fuzzy to no. Mozilla/firefox can work with a lot of he-haw, netscape v4.x works as well as it always did, but the big issue you may have is that a lot of pages are optimized for the big kahoona. You can use lynx for windows as a consol app if you like but of course, you are limitted to what a non graphical ua wil support.
