It's not a Jaws function. Jaws is only announcing it when it comes along.
If you're in Word, you use Word formatting to indent one or more paragraphs
from both the left and the right. An indentation of .5 inches would be
sufficient to set off text in this way.
But this is not a Jaws function. It has nothing to do with inserting
anything with Jaws in order to make it say "block quote." It's just
formatting from the paragraph menu of Word, for example
