No, but Sound Forge or GoldWave can do this. what you're looking for is a sound editor in which you can select, mark, delete and copy portions of a file much as you would a document in an editor and then save it in one of all sorts of formats.

I used to use, Audio Catilyst, i had trouble with it and swapped to CDEX, that's C D E X.
