What does 100% Web Page Loading Actually Mean?

Apparently, JAWS's idea of what 100% loading means differs from my own. I 
say this because just now, it said the page was 100% loaded, and it took 
20 seconds for it to come up on the screen. And it's not a graphics-rich 
page, either.
