It sounds to me like it might be the information bar that is part of SP2.
Try pressing alt N.

How can I access the Internet Explorer Information Bar introduced in Windows 
XP Service Pack 2?

Answer:
Service Pack 2 for Windows XP adds a new feature to Internet Explorer called 
the Information Bar. The Information Bar appears below the address bar and 
provides information about downloads, blocked pop-up windows, and other 
activities. This helps you avoid potentially harmful files that you might 
otherwise download from the Internet.

A sound plays when the Information Bar appears. To move to and read the 
Information Bar, press ALT+N. You can then press the SPACEBAR to open the 
Information Bar menu. You can press ESC to hide the Information Bar and 
return to the page you were viewing. These are Windows keyboard shortcuts 
and are not exclusive to JAWS.

For a complete description of the Information Bar, refer to the appropriate 
section in the Internet Explorer Help system.

    Hi,
    you can try to press shift+Enter on the link.
    also check to see if you have google tool bar checked on the view 
menu/tool bar
    if so, uncheck it it may help.

      Hi I was wondering if any you might be able to help me with a problem 
I am having.  I am unable to load some links off of various web pages.  I 
select a link, and get a bloopy noise and then the page is prevented from 
coming up.  For examble the Perkinslibray.org web site and then selecting 
online catalog offerings, this is the NLS library for my area and I would 
like to access the online catalog, but cant because I get the bloopy noise. 
I assume this must have to do with a pop up blocker of some type, but I 
removed a program called Stopzilla, and I only have Norton Internet 
Security, and might need a hand with shutting off the add blocking on it, 
but I also think it might be off.  If someone or a few persons would like to
