I can't replicate your problem, so you may not be doing things correctly. Not that it's really clear and simple! Anyway, make sure you're in the default.jcf file. Go into set optins menu, then synthesizer iptions, and set sapi 5 as the default synthesizer there. I just did this to test it, saved and clase config manager, exited Jaws andrestarted and my chosen Sapi voice started up.
