Hi,
Have you tried Crimson Editor? Never tried it myself but it's
primarily designed for web development. Probably more geared towards
html and its cousins than php but you may find that it can be made to
work with php if you are coding from scratch. I'm sure an editor with
the web as its main coding target would be good for saving in utf-8.
There's also html kit.
