Pure Edge ICS Viewer

Hi,
I went up to a web site to fill out and submit some forms online tonight and
was instructed to download something called the Pure Edge ICS Viewer.
Installing the program was no hassle, but the online forms that seemed to
load in Internet Explorer weren't navigable with tab and shift+tab as the
web site said they should be. Using my ordinary arrow keys to try to move
around didn't get me anywhere either, but I could see what the form looked
like using the JAWS cursor. Has anybody run across Pure Edge ICS Viewer
before, and is there a way to make it usable? Somehow I doubt it, but I
figured there wasn't any harm in asking.
