I find this problem with outlook when I am in an email and here it is
using virtual cursor mode the same as IE.and no amount of tabbing
clicking or anything will start it except a reboot.

When I experience this problem, I press alt-tab to switch out of the
application and alt-tab again to return to my Internet window. Usually
speech returns. I'm using Windows XP, SP3 and JAWS 9.
