I think you're confusing the terms news server and news reader.
Outlook express is a fine and free news reader, but I gather your isp is
no longer providing you with a news server, is that the case?
There are many relatively low-cost news servers. At one time, I took a
non-dialup account with AT&T because it was the cheapest way to get to a
news server. I think now something like GiggaNews is probably cheaper
than that, and I think there are news servers cheaper than gigganews.
