Hi Chris,
Oracle9i database administration is accessible from the command line but the
Oracle9i Enterprise Manager application is not.
However most customers today use the Oracle10g Enterprise Manager (named
GridControl) application to manage all their databases including Oracle9i and
even 8i.
GridControl is a HTML based tools that runs inside your browser. GridControl
can be placed in accessibility mode which makes it very accessible.
