Hi Bob,
Press insert plus j. Now alt F. Arrow down to voices and press enter. You'll be
placed on a check box for modifying the default. Check it by pressing the
spacebar. Now tab once to the rate setting and make your desired adjustment.
Hit okay then be sure to save the change.
That should do it for all applications.
