access keys is set to speak all and tuture messages have been turned off.

I have the start menu set to classic.

keep on top and the clock
again apply the changes and then the ok button
and see if that makes a difference
one other thought
what are your setting in basics of the jaws menu
the first 2 check boxes
insert j
enter twice
tutor messages and  access keys

I have done so. I have set folder views to classic and turned off all
visual effects.
