two things come to mind
in control panel
in accessibility
control tab to display
tab to blink rate make sure it is 0
apply the changes then ok button
in task bar and start menu
i have only two things checked
keep on top and the clock
again apply the changes and then the ok button
and see if that makes a difference
one other thought
what are your setting in basics of the jaws menu
the first 2 check boxes
insert j
enter twice
tutor messages and access keys

I have done so. I have set folder views to classic and turned off all
visual effects.
