Yes but even though JAWS doesn't recognise the graphics, it would still bring up the JAWS manager dialogue to choose from the list would it? I don't mean the graphics leabeler, I mean the JAWS manager!

It is because the add accounts screen does not have any graphics that jaws will reconise. You have to basically remember where you are in the register. The fields are not labeled. If you are used to using Quicken any previous version from Quicken 2003 to Quicken 2008 it should work as expected. If you remember what the keystrokes are to get things done it should work fine.
