Go to the JAWS Help menu, arrow down to the Update Authorization dialog, hit Enter, tab to the Activation Help button and hit Space. Then browse through the list of topics. There is a topic that explains how to activate JAWS by phone.

Subject: Installing Jaws new computer

Have new Dell computer and latest Jaws, version 10, on installation CD. When I installed Jaws 10 on my old computer the authorization was handled automatically over the Internet. How is the authorization handled before I get hooked up to the Internet? The only thing I have is an old floppy key from years ago. There does not seem to be an authorization number on the CD or CD jacket.
Help would be very much appreciated.
Tom
