it really doesn't matter where JAWS is installed, he can do it either way. 
He can insstall it at the shop, or do it at your house, either way will 
work just fine.
  As for licenses, if your computer is brand new, you won't lose more than 
one key at a time.
You are correct when you say that since you installed JAWS once, you have 2 
licenses left.
I would say just see how your computer works when he gets it there.
Hook up your monitor and printer to it and see how they work. If you know 
everything works, you're fine.
Have your tech make sure everything works before he gets it there, if he's 
worth his salt and is a good one, he'll make sure absolutely everything 
works before he brings it to your house. If he doesn't, time to find  a new 
tech, lol.  Basically, I can't see you having any problems, and you won't 
lose more than one license if you 're installing JAWS on a brand new computer.
