It is quite easy.
While in a message, Press ALT F to bring up the File Menu.
Type I to get to the Property options.
The first item you will land on is the Importance option.
Arrow up or down to set it to your preference: low, normal, high.
Tab around while you are there for other options.
Tab to OK to make your selections.
This is only good for that message.
If you want to change it permanently, you must go through the tools menu,
options, email options, then advance email options.

Have you looked in Outlook's online help for this info, as well as
info on your other question, the spam folder and controlling what
goes there? These really are not Jaws issues!
Have you tried searching for Microsoft Outlook help, tutorials,
tips, how-tos, etc. in Google? I did and found this link at
office.microsoft.com.
