There are ways of protecting .PDF files to prevent them from being converted
to any other format.
Obviously, this is done for copyright reasons and to prevent piracy by
anyone from producing a single or multiple copies.
So, even if you find such a program, you might not be able to convert the
file if the .PDF file has the appropriate copyright protection built in to
the .PDF file.
Of course, there are going to be those on the list, that say that they have
not come across any copyright protection and they have never had any
problems converting .PDF files to another format but, rest assured, this
capability is there if individuals or companies wish to use such copyright
protection to protect their .PDF files.
