Press start menu, u and r and it should restart.

Well, when I hit the windows key and arrow up once, it says, " turn off
button. and if I try to arrow down to let's say, restart button, it doesn't
say anything. in other words, it isn't saying the usual, stand by button,
turn off button, and restart button. I can't arrow to these choices. So is
it a setting in my display? i have things set to the recommended settings.
