You say it isn't saying the usual.  But instead if you tab, is there a combo 
box with the options, shutdown, restart, etc.?  If so you need to go into 
user accounts in control panel and change the way users log on and off.
Control panel, user accounts, change the way users log on and off link 
(arrow down to that link and enter).
Make sure use the welcome screen checkbox is checked.

Well, when I hit the windows key and arrow up once, it says, " turn off
button. and if I try to arrow down to let's say, restart button, it doesn't
say anything. in other words, it isn't saying the usual, stand by button,
turn off button, and restart button. I can't arrow to these choices. So is
it a setting in my display? i have things set to the recommended settings.
