Remember that this is not a "bug".  Some sites do intend their combo boxes to 
work this way, hence the alt+down arrow and alt+up arrow commands.

  This is interesting.  I would be interested also.  I see they are using Java
  Script that automatically takes you to a page that starts the down load once
  the user has complete all of the selections from box 1 and box 2.

  When on a combo box and hitting down arrow to highlight a  desired
  selection, sometimes the link is activated simply by hitting the down arrow
  instead of the enter key or tabbing to a button for submit or select.
  How does one make choice selections in this situation without starting a
  download of something you do not want.
  I am using XPHome, Jaws 5x, and IE.

  The download page of www.ultralingua.com has a combo box that act this way,
  the one for select product to download.
