Adding users to XP

Hi all,
My friend is wanting to add users to their XP machine.
I know you go to users in the control panel, but I need some direction after
that!
A few questions:
Is this a task that Jaws and myself can do, or should I have sighted assistance?
After completeing the task and adding the users I want, will I be able to sign
in using Jaws?
A sighted person told me that when your system boots up, you have to click on
the user icon you want to sign in as.
Is this true?
Any guidance or help with this task will be appreciated!!
