You didn't happen to install some of the XP Power toys suite did you?  One 
of them is an alt tab replacement which will cause this behavior.

Under Windows 2000, Office 2000 and the latest version of jaws (as always), 
we can have several applications opened and, using the alt-tab combination, 
flip from open app to open app.  We hold down the alt key and hit the tab 
key.  As we do this, the name of the apps are spoken as we cycle through 
them.  When we land on the one we want, we release the alt key.  At least, 
this is how I see it.

A few months ago, I got a new Dell notepad.  It has XP Pro and Office 2003.
Using alt-tab to cycle through open applications doesn't work.  I hold down 
the alt key and hit tab.  Nothing is spoken.  I release the keys and the 
application that I have landed on is spoken.  I hit alt-tab and nothing is 
spoken.  I release the keys and the application that I was in before I first 
hit alt-tab is spoken and that's where I'm at.  If I have 3 apps open, I 
have to hit alt-tab, alt-tab to get to the third one; while nothing is 
spoken along the way.  If I then want to go to the middle one, I suppose, I 
would hit Alt-tab twice again.  Hmmm.

Any suggestions?
