In this case, "upgrade" means a new full edition of the product, bearing a 
new version number. 8  instead of 7, 9 superseding 8. The free in-between 
releases of new builds of each version are better thought of as "updates," I 
believe. So in the sense you mean it, whereas the latest update of version 8 
did not require an ILM credit, version 9 does. Either arranged for by having 
bought an SMA in which that credit is already paid for, or by paying 
whatever FS happens to charge if you don't have such a deal.

I don't know what that is. Don't know if there's sort of a sliding scale 
whereby if you're skipping from  7 to 9, you pay a certain amount, but not 
full retail. But if you're skipping from an earlier version, say 5 or 6, 
then you pay more, and at some point you're skipping so many upgrades you've 
declined to buy that you have to pay full retail. I think it's something 
like that.

but upgrade means a full new release, in this case, for which an ILM is 
required, however paid for.

Of course, emailing or calling FS sales would surely get it sorted.
