Have you tried running JAWS in default mode (JAWSXX /default from the 
run dialog where xx is the JAWS version number)?

If the problem goes away in default mode, then you know that there is a 
jcf file that contains the culprit.

Does it happen everywhere or just in certain applications?  If 
everywhere, then default.jcf is likely the beast and the key is likely 
to be at the end of one of the sections in that file so a quick peruse 
may help to get a handle on it.  Look at a line or two above any line 
starting with a open square bracket "[".
