I would agree.  What they likely need is to design the application / kiosk so 
that it is self voicing (or at least that there is an option for this).  It 
would also be possible to make this work for the blind, although it would take 
extra development work.
I assisted with part of the design phase for a kiosk like this with the 
Inclusive Design Research Centre in Toronto.  You may find some of the 
resources on the following page of use / interest, note not all will apply.
