I think you would need a combination of the W3C's WCAG, and IBM has some guidelines for producing accessible Java. You can find these at http://www-3.ibm.com/able. Sun may have some somewhare as well, as they are the creaters of Java.

Yup, and you need the access bridge installed. In terms of magnification,
ZoomText works with Java, and Gnopernicus works with it under Gnome.
