yahoo is not reponsing with Users policy

hi,
I have some application problem with Security. If I select policy elements
with Users then Yahoo messenger's chat room dont work with Users policy,
if i select Policy with Client Address Set then Yahoo messenger's chat
room work smoothly. As well as, msn explorer did not work with these type
of policies.Could anyone tell me.
