What do you mean "opened port 3389"?
You need a protocol rule that allows RDP protocol.

In order to let internal users to access outside terminal server, I
opened the port 3389, but users have still problem to access terminal
server, the terminal server is working properly, do I need to do other
configuration in ISA?
