There are bunches of IRC clients. Try Trillian
(http://www.ceruleanstudios.com) It also allows you to keep all your IM
clients under one interface.

An IRC server that completely supports java client connections is
ConferenceRoom. (http://www.webmaster.com/main.htm) This is not a
freebie
like ircd is though. But it is extremely robust and very powerfull.
(You
know you always wanted to admin a IRC server.)

For embedded web clients there is:

http://cgiirc.sourceforge.net/

http://www.jpilot.com/
