It's actually pretty simple:
Set ISA = CreateObject( "FPC.Root" )
Set PacketFilter =
ISA.Arrays.GetContainingArray.ArrayPolicy.IpPacketFilters(
"<nameofpacketfilterasseenintheUI>" )
PacketFilter.Enabled = <True/False>
PacketFilter.Save
..of course, there's the usual error handling, etc...
