"ISA" doesn't resolve names, Windows does.
If Windows can resolve the name, then ISA can.

What's wrong with your DNS?

Thanks for your response Jim. The site is internal to the organisation
but
not to the terminal server environment where this ISA Server is located.
We are a state government department with 40,000+ devices and the ISA
Server for this environment caches web sites that are internal to the
state network but not to the site's local environment. Is ISA actually
able to resolve a site based on a WINS entry??
