I am having similar problems since installing SP1.  My Internal
Interface will not come online.  I am receiving nothing in the event
log.  It just says administrator status = unknown / Operational Status =
non-operational.  I have been doing some digging, and I cannot find a
reason why this interface would not be working.

Anyone know some obvious (or not so obvious) reasons why the internal
interface on a RRAS Server running ISA SP1 would not be working?

Check that the Internal interface on the RRAS is operational, not the
two network cards, but the created Internal interface. Check in RRAS
under IP Routing/General.
I have had a similar problem, and it was the Internal Interface being
non-operational, a reboot cured it for me.
