After trowling through what the external administrator had done to IPSec, I
tried to reverse the changes. None of these worked.
 
I've since recreated the VPN Local Server and Remote Server and now
everything is working fine.

Check that the Internal interface on the RRAS is operational, not the two
network cards, but the created Internal interface. Check in RRAS under IP
Routing/General.
I have had a similar problem, and it was the Internal Interface being
non-operational, a reboot cured it for me.
