No Web Services

I installed the ISA (standalone) verbatim to the recommendations in
Shinder's book. I worked successfully through the first nine chapters and am
able to browse the Internet from all computers on the network including the
ISA server. However,
since I have installed ISA, the internal web browser is no longer working
even from the web server itself and using localhost or 127.0.0.1. I have
ensured that there are proper .htm files in the local directory. When trying
to access my published site, i get the message below:
