Cachedir only shows you what's on disk.
If you want to see what's in cache memory, you have to get a web app
test tool and make the request using the "cache-control:only-if-cached"
directive.
If ISA has it in the cache, it'll respond with it.
If not, it responds with a 504 error.

Almost, but not quite true.
ISA allows you to cache regardless of the control headers provided by
either client or server.

Thankfully, this is *not* the default...

Not possible to cache every page you visit, it's not under your control.
It's under the control of the web server and web page whether or not
public/private caches _are allowed_ to store their stuff.  If an author
or a web server admin adds headers to the response saying don't cache,
proxies won't [shouldn't] cache and neither will [should] the browser or
other client app.

Ewww.. I cant use DNS and\or WINS?
I try to avoid HOSTS files like the plague.

Im also trying to understand the cache setup. I want it to cache every
page I visit.

IIRC, you need to create a HOSTS file entry so that it resolves to the
local host address.
