Make Depend on DHCP ?ISA blocks all inbound broadcasts at the external 
interface.
Even if DHCP were able to bind first, ISA would not let the broadcast traffic 
through.

  How to make ISA control service dependant on the DHCP service? 

  Because remote offices use DHCP to get an external IP, I think I want Win2K 
to have this info first before it lets ISA start up.  Right now, and I am not 
sure on this, sometimes ISA starts before DHCP is ready and the firewall 
service blocks DHCP from getting an address.

  Help?
