ISAInfo updated to version .19

Due to some incompatibilities between script and HTA versions (mostly due to
XML parsing issues), Iâve added version persistence for the script and
version checking for the HTA.
If the XML wasnât created with a current version of the script, the HTA will
try to clean up some of the identified XML parsing issues discovered in recent
months.
It will not change the XML file contents on disk â only the data read into
memory.
