The options under System Failure refer to when an unexpected shutdown or blue screen occurs. I have Automatically reboot shutoff (unchecked) on all servers. The reasoning behind this is we use DeepMetrix IPMonitor 6.1 http://www.deepmetrix.com to monitor our servers, and it would be possible for a server that was constantly rebooting over and over to do so under the 60 second monitoring window and be missed by the monitors. (i.e. server reboots, is up in 20 seconds, IPmon checks sees server is up waits 60 seconds, server reboots and then is up in 20 seconds, rinse wash repeat.) If you want more Recovery options specific to services without shelling out $$ for IPMonitor or another product like it, then Right click on the My Computer icon and select Manage. Double click on Services and Applications, then select Services. Pick any service and double click on it, then select the Recovery tab. There you will find a myriad of options for what to do when a service runs into trouble. For the money, though, you can't beat IPMonitor. Hope this information helps! Since then, I turned that option off, and the Server still has not rebooted yet - and everything is still running perfectly.
