ISA 2000 not functioning correctly + Internet

Hi all,

This problem happens every couple of weeks or so.  We have 26 branch
offices that connect back to head office via the ISA server
(firewall/router) to a Cisco VPN router.  All branches IE is configured to
use the ISA for proxy.  Occassionally the branches complain they cannot
get access to the Internet...restarting the ISA server solves this.  There
is no issue at Head Office since we are on the same subnet as the ISA.

What could be causing the issue?
