voila! I changed the ISA web properties "redirect the request to this
internal web server" from the name (i.e. web) to the internal IP address
(i.e. 192.168.1.2) and I can now access the website using the FQDN.

I guess that I have a DHCP or DNS configuration problem?

    It may be (as I mentioned before) the host headers getting in the way or
the assigned IP.
    Do you have more than one web site assigned to the same IP on the same
machine ?
    I have had problems using http://localhost if the ip address is assigned
to a set ip.
        perhaps try to set it to "all unassigned"

    Try to give some more info about your IIS server, as I think it may be
more of a set-up problem there as opposed
    to a problem with ISA..
