The problem is with publishing DHCP at all.
Since the initial conversation is completely broadcast-based, it'll never
get past ISA.
If you want to serve external DHCP clients, you'll have to do so without
ISA.

How about sticking an NT4 DHCP Relay Agent on external, and then publish the
DHCP server with the address configured in the Relay Agent?

Haven't tried this.
