Access More Slowly than before

I used proxy server 2.0 and ISA server in the different machine. I
installed proxy server 2.0 in NT 4.0 server and installed ISA Server in
W2000 Server. our members who use each system are 150 people. i compare
between proxy server 2.0 and ISA Server, but i wonder the ISA Server more
slowly and proxy server 2.0 fast when i use access some site (i compare
with the same site between isa server and proxy server 2.0). and i read
about isa server, did i have a mistake when i set isa server
configuration?
both of the system use access policy for each groups.
