Access Control question

Hello,
I have a basic question: I have a group of clients that are
not listed in the LAT, Client Address set, Protocol Rule, or
Site and Content rule. Yet these clients are still gaining
Internet access. Can someone please tell me how to eliminate
these users from gaining Internet access?
Keep in mind that the Protocol Rule and Site and Content
Rule are set to only allow client address set to gain
access.
I am using ISA Server SP1 in intergrated mode.
