APIPA is used instead DHCP for VPN users by ISA server 2004

I have a DHCP Service installed on the ISA Server 2004 Server(2k3+sp1)
A scope is configured to supply VPN users with IP.
The DHCP is authorized in AD and at first look it is working.

All the configuration has been set up as it is told in the "ISA Server
2004 Quick Start Guide" Including Access rules, networks, DNS, DHCP.

But the RRAS does not allocate any IPs for VPN users, instead it uses
APIPA range.

Users can succesfully get their APIPA address and of course cannot do
anything on the protected LAN.

I appreciate any clue to check because the situation is very frustrating.
