It is capable of allotting /measuring bandwidth and time usage.
I was helping him in marketing this software to a few people.
I wouldn't know if you ask him how he will tell /help you.
Guy is making some good money by selling the software
and it is his business secret.
All i can say is it is definitely possible using software.
( may be refer good tech manuals for details on how or even write to him)
