Bandwidth is also controlled by software in the cases like hathway or other
cable services.
Where a boot file is sent to the modem everytime it starts and logs into the
network
the boot file restricts the bandwidth from the user side .
no wonder ppl uncap hathway modems to get speeks like 500 kbps :)

bandwidth throttling.
BSNL and other ISPs achieve it at a "per DSL link
level" or something like that.
ADSL is a separate topic by itself. It stands for
Asymmetric Digital Subsciber Loop. The word asymmetric
means that the upstream and downstream bandwidths are
no identical. For instance at home I get a downstream
of roughtly 280 kbps but upstream is only around 64.
This is a limitation imposed by the purity of copper,
the characteristics of the devices at the termination
end points etc.
For instance my modem can even scale upto Megabits.
But it is limited by exchange side equipment.
TCP detects the hardware limit and adjusts
accordingly.
It is a complex topic. So let me stop here.
