The new guy cannot do much.. but, there are always vulture waiting for the
turn.. there is scope, that proprietary softwares can just get the required
approval from this new guy, and then set their own motion..
Generally in highly techincal areas, the IAS officer can be extended till
the current scheme has been completed.. I typically see a invisible hand in
his transfer..
Possible scenarios.. the new ELCOT Laptop, will now be bundled with Windows
Vista, instead of SUSE.. the further Computerisation may use windows
products.. in the long run either co-operating with existing open source
applications deployed, or slowly replacing them, citing upgradation
problems..
It all depends on the new MD..
