That's right. They don't do it because they rely on the shell to do it for
them.

No. Take a look back at what I said a few mails ago.
I'm talking about cases where you don't pass in the path as an argument.
I'm talking about cases where you need to specify a path in an entry field
in a gui dialog box. I'm talking about cases where you specify the path in
a .rc file.
In many of these situations, programs don't properly handle "~/" and
related syntaxes.
Thats what I was referring to in my previous mail.
